Rail works best between selected cities
Elron connects Tallinn with Tartu, Narva and Viljandi, among other routes. It is useful for a city-based itinerary because stations remove parking and rental decisions.
Engineering works and seasonal schedules can change a connection. Use the operator's journey planner for the actual date and leave margin when the onward booking is inflexible.

Coaches fill important gaps
Coaches are central for Pärnu, Haapsalu, Kuressaare and many smaller places. Compare the stop location as well as the journey, because a town-centre arrival and a roadside stop produce different trips.
A through coach can make an island town possible without a car, but it does not solve rural movement after arrival.

Hire a car for dispersed places, not by default
A car is most useful for Lahemaa, rural Saaremaa, Hiiumaa and routes that combine several small stops. It is less useful for central Tallinn and Tartu, where parking and city traffic add work.
Build the route first. If only one day genuinely needs a car, compare a short hire or organised tour with keeping the vehicle for the whole trip.

Tallinn and Tartu publish current public-transport information. Ticket methods, stop locations and construction changes are mutable, so EstoniaLink links to live sources instead of freezing them into evergreen advice.

Make the ferry a fixed planning point
For Saaremaa and Hiiumaa, choose the sailing before building the arrival day. Vehicle reservations, seasonal frequency and disruption notices belong on the operator's live service.
