Use one historic-centre day and one wider-city day after arrival. Tallinn also provides the weather buffer before rural travel.

Days 4 to 5: Tartu
Move by rail or coach, then give the university city one full day. Two nights prevent the first visit from becoming a station stop.

Days 6 to 7: Pärnu or Haapsalu
Choose Pärnu for beach and spa season, or Haapsalu for a smaller old-town coast stop. Do not use both unless the final route remains relaxed.

Days 8 to 10: one island or Lahemaa
Saaremaa, Hiiumaa and Lahemaa are alternatives with different access. Pick one, allow the transport day, and keep the last night aligned with the departure point.
Two routes that fit ten days
Without a car, use Tallinn, Tartu and Pärnu as the main bases, then return to Tallinn for the final night or a confirmed nature day. This keeps the route on rail and coach corridors and avoids relying on several rural connections in one day.
With a car, spend the first Tallinn days without it, collect it for Tartu and one west-coast or island extension, then return it where the departure plan remains simple. Saaremaa needs several nights to justify the ferry. Lahemaa works better as a northern finish than as a stop between Tartu and the west coast.
Protect the final night
Put the last night near the airport, port or station used the next day. A remote final stay is only worthwhile when the departure is late and the route has enough margin for weather, ferry or road disruption.
